Every starting value is invented. This is a generic baseline-plus-adjustment method, not the Massachusetts rule for batteries. It is modelled on the non-battery structure in one Massachusetts document (14 April 2025): baseline from similar non-event days, an additive same-day adjustment from the hour starting 2 hours before the event that is never negative, and performance equal to baseline plus adjustment minus event load. Other markets differ. The programme's cap on performance is not applied here. Type 2500 or 2,500; 2.5 and 2,5 are read as decimals. Separate list values with a new line or a semicolon.
