Solar plan set services are firms that draft the permit drawings for a solar job (a plan set) for a fee per project. They usually add a PE (professional engineer) stamp. Solar Permit Solutions ranks first at 70.5/100, with flat-fee plan sets that have the PE stamp built in.
These are services, not software, so we rank them only against each other. For in-house plan sets, see our solar permitting software ranking. For the electrical drawing alone, see the solar SLD software guide. Both sit in our operations and project management hub.
About the evidence: Plan set services barely show up on review sites. Of the nine we scored, only Solarestique has public reviews (two on Trustpilot). So the pros and cons below come from our research, not from users, and we label them that way. The ranking rests mostly on what each firm documents. That means price openness, PE stamp terms, stated turnaround and segments served.

How did we rank these plan set services?
How the score is weighted
- Use-case fit 35%
- User reviews 20%
- Pricing 15%
- Ease of use 10%
- Support 10%
- Momentum 10%
We looked at 11 plan-set providers from 22 to 24 October 2026. We scored 9, ranked the top 7 and left 2 out. This was desk research from company pages, help centres, FAQs, trade press and public reviews. We did not order a plan set from any of them.
Solaris and ShopSolar were left out, and DCE Design and Solarestique scored lowest. All four sit in "Also considered". We score each service on six criteria.
- Use-case fit (35%): How well it does this page’s job. Here that means documented permit plan set output, then SLDs (single-line diagrams), structural calcs (engineering math), storage design and interconnection support.
- User reviews (20%): With fewer than 8 reviews, a service gets a middle score of 5 out of 10. That applies to every service here.
- Pricing (15%): A published per-set price scores higher than quote-only.
- Ease of use, support and momentum (10% each): Review evidence and dated service updates, with a middle score where none exists.
Scores are specific to this page’s job. Core facts we could not confirm on the company’s own site cost 2 points. That affects Planet Plan Sets and Wattmonk. Ties are listed alphabetically. Third-party ratings are for context only. We never use them in rating markup (the code that shows star ratings in search results).
SurgePV is not part of this ranking. Read the full method: how we score. Price checks: how we verify pricing.
What kinds of solar plan set services are there?
There are three kinds.
- Independent drafting firms (Planet Plan Sets, Solar Permit Solutions, GreenLancer, Wattmonk): You send site data, get back a stamped set, and use any design software.
- Platform services (Scanifly, Aurora): Their team drafts from the model you built in their software. Fast, but you must be on that platform.
- Manufacturer services (Unirac): The racking maker builds its own racking calcs into the set.
1. Solar Permit Solutions: best for flat-fee plan sets with the PE stamp built in
Best for: Small and mid-sized US installers who want one all-in price per set, including the stamp and revisions. Score: 70.5/100.
What it is: Solar Permit Solutions is a drafting service that sells flat-priced permit plan sets for residential, ADU (accessory dwelling unit) and commercial projects. It also offers utility interconnection and AHJ (authority having jurisdiction, your local permit office) submission as add-ons. It claims all 50 states, and its site lists a phone number but no company address.
Why we picked it: You know the full cost before you send a job, because one fee covers drafting, the stamp and AHJ revisions. That fit and price openness put it top.
Key features:
- Turnaround of 2-5 business days once it has complete information.
- It handles AHJ comments and makes revisions at no extra charge.
- Site plan, SLD, structural attachment details, spec sheets and cover sheet.
- Ground mount and pergola structures on the commercial tier.
Pricing: Published per plan set. Checked 23 October 2026 on the company pricing page.
- Residential / ADU up to 20 kW: USD 1,200 per plan set. Includes site plan, SLD, structural analysis, PE stamp, unlimited revisions and 2-5 business days.
- Large residential 20-30 kW: USD 2,000 per plan set (adds multi-inverter string diagrams and load calcs).
- Commercial and custom 30 kW and up: from USD 3,700 per plan set (ground mount, pergola, custom structural, dedicated project manager).
- Add-ons: utility interconnection USD 1,500 per project. Local AHJ submission USD 1,000 per project.
Pros (from our research):
- The only provider here whose per-set prices we could confirm.
- Stamp, structural analysis and revisions are in the base price.
- You can add interconnection and AHJ submission for a fixed fee.
Cons (from our research):
- The stamp wording conflicts. The pricing FAQ says every plan set is PE-sealed, but the homepage says stamps come "if necessary depending on your state". Ask which applies in your AHJ.
- No volume discount is published.
- No company address on the site.
Reviews: No user reviews found as of October 2026 on G2, Capterra, Trustpilot or installer forums.

2. Scanifly Design Services: best for drone-surveyed sites already modelled in Scanifly
Best for: Installers who fly drones and model sites in Scanifly, and want the same model turned into a stamped set. Score: 68.5/100.
What it is: Scanifly’s own design team runs this drafting service. It turns Scanifly drone 3D models into wireframes, true-ups (remote layout checks) and stamped, AHJ-ready plan sets, ordered in your Scanifly account. Scanifly’s software is on our site survey apps page.
Why we picked it: It drafts from a drone model you already have and promises stamped sets in under 48 hours. Its 2026 updates show the service is active.
Key features:
- Residential plan sets with engineering stamps in under 48 hours.
- Paid expedited service.
- Free revisions, except where the error is yours.
- Wireframes and site models in under 3 hours.
- CAD files delivered and editable in your account.
- A drone flight is required for onsite designs.
Pricing: Quote only, and expedited orders cost extra. Checked 23 October 2026 on the Scanifly plan sets page.
Pros (from our research):
- No re-drawing, because the set comes from the drone model you already have.
- Stated turnaround under 48 hours, with stamps.
- Actively kept up: a new Design Services guide in May 2026 and a plan-set page update in June 2026.
Cons (from our research):
- No published prices.
- Scanifly does not say who issues the stamps or in which states.
- You need Scanifly and a drone flight for onsite designs.
Reviews: No user reviews of the service found as of October 2026. Scanifly’s software ratings belong to its software profile, not to this drafting service.

3. Aurora Plan Sets Service: best for US residential teams already selling in Aurora
Best for: US residential installers on New Aurora who want sold designs turned into permit sets without re-entering data. Score: 66.0/100.
What it is: Aurora’s human drafting service makes AHJ-ready plan sets from a sold design in New Aurora. It is separate from Aurora’s Instant Plan Sets software feature, which our permitting software ranking covers.
Why we picked it: For Aurora sellers, it is the shortest path from signed design to plan set. It also has a written 24-hour target.
Key features:
- Target turnaround of 24 hours per plan set and 24 hours per revision (help article updated July 2025).
- Requests taken Monday to Friday, 8am-5pm Pacific, from a sold design that was not AI-generated.
- Title sheet, site plan, attachment plan, structural sheet, SLD or three-line, electrical calcs and spec sheets.
- Storage from Tesla Powerwall 2/3/+, Enphase, Generac PWRCell, FranklinWH, SunVault, Sol-Ark, Q.SAVE and SolarEdge.
- AHJ and utility found automatically from Aurora’s AHJ database.
Pricing: Quote only. The add-on is priced by volume, and your Customer Success Manager or Account Executive quotes it. Engineering stamps are a separate add-on. Checked 23 October 2026 on the Aurora plan sets FAQ.
Pros (from our research):
- No re-entry of data, because the set comes from the design you sold.
- A 24-hour target for both the set and each revision.
- Wide battery coverage across eight storage brands.
Cons (from our research):
- No published price, and stamps cost extra.
- Residential only, and designs must come from New Aurora.
- Stamp terms are dated. Aurora’s 2023 FAQ (last changed April 2024) gives 48 hours for stamped sets and excludes New York City, Portland (Oregon) and Illinois. The 2025 help article does not restate either point, so confirm both with Aurora.
Reviews: No user reviews of the service found as of October 2026.

4. GreenLancer: best for plan sets, PE stamps and interconnection from one portal
Best for: US residential and commercial installers who want plan sets, standalone PE reviews and interconnection applications from one web platform. Score: 66.0/100.
What it is: GreenLancer is an outsourced engineering service run through a web platform. You open a free account and order permit plan sets, PE stamps and engineering reviews, or interconnection applications. You pay per project.
Why we picked it: It offers the most services of any option here. Plan sets, standalone PE stamps in all 50 states and interconnection all come from one account.
Key features:
- Plan sets with site plan, array and racking layout, structural calcs and SLD.
- NEC (US National Electrical Code) calcs, BOM (bill of materials, the parts list), placards and datasheets in the set.
- PE stamps and engineering reviews (structural, electrical, civil, wet or digital) in all 50 states.
- PE stamp turnaround of 1-3 business days residential and 2-5 small commercial, stated on both its professional engineering and solar engineering pages.
- Interconnection application service.
- Solar-plus-storage, ground-mount, carport, commercial and EV charging permit design.
Pricing: Quote only, with no prices published. Checked October 2026 on the GreenLancer permit design page. IronRidge’s Design Assistant page (last changed May 2024) says its users get about 25% off GreenLancer Permit Packs ordered there.
Pros (from our research):
- Plan sets, PE stamps and interconnection from one account.
- PE stamps in all 50 states, with 1-3 business days for residential stated on two of its pages.
- About 25% off Permit Packs through IronRidge Design Assistant.
Cons (from our research):
- No published prices. Every job is quoted.
- Plan-set turnaround conflicts on its own site: 1-2 business days in one place, typically 2 in another, and 3-5 in a third. You only get a firm figure in your quote.
- No user reviews to judge service quality.
Reviews: No user reviews found as of October 2026. Searches returned only company and trade-press pages.

5. Unirac Plan Set Design: best for racking-matched sets with published turnaround
Best for: Installers using Unirac racking who want stamped sets with racking calcs built in and a fast, stated turnaround. Score: 66.0/100.
What it is: Unirac, the Albuquerque racking maker, runs a pay-per-project service for PE-stamped residential and commercial plan sets. A US coordinator and PE work with a design team in India. You track orders in an online portal.
Why we picked it: It puts a 24-hour residential turnaround in writing, and the racking maker’s own calcs go into the set.
Key features:
- Turnaround: residential 24 hours, commercial 48 hours, revisions 12-24 hours, with an expedite option.
- PE-stamped, AHJ-ready sets to NEC 2023.
- SLD or three-line, load calcs, panel schedule, placards, U-Builder racking calcs and BOM.
- Standalone BESS (battery energy storage system), EV and carport designs.
- Free AHJ-comment revisions and a portal with live status.
- Claimed AHJ database of 7,000+ jurisdictions and 150,000+ plan sets delivered.
Pricing: Quote only. Unirac says price "varies by project scope" and quotes through its services help desk. It takes prepayment by card or ACH (US bank transfer). Battery storage design is free when bundled with PV, and non-AHJ change requests carry a small fee. Checked 23 October 2026 on the Unirac FAQ.
Pros (from our research):
- Joint fastest confirmed residential turnaround here: 24 hours, level with Aurora’s target.
- Racking calcs and BOM come straight from the maker.
- Free battery design when bundled with PV.
Cons (from our research):
- No published per-set price.
- Unirac does not submit to the AHJ. You do.
- Its current pages list no states, although a 2025 brochure claimed all 50.
Reviews: No user reviews found as of October 2026. Searches returned only Unirac’s own pages and brochures.

6. Planet Plan Sets: best for CALSSA members wanting a published price list
Best for: US installers, especially members of CALSSA (the California Solar and Storage Association), who want standard per-set pricing rather than a quote. Score: 62.5/100.
What it is: Planet Plan Sets is a US drafting service. Installers order residential permit plan sets from it per project, and it reportedly does commercial sets too. Note: we could not open Planet’s website, so its prices, turnaround and PE stamp terms are unconfirmed.
Why we picked it: It publishes a standard price list, which is rare in this market, and CALSSA members get a first-order discount. It ranks sixth because we could not confirm its terms.
Key features:
- Residential PV permit plan sets, ordered per project.
- A standard published price list, which the CALSSA offer page confirms exists.
- CALSSA member discount on the first order.
- Commercial plan sets, reported but not confirmed.
Pricing: A standard price list sits on its solar permit pricing page, but we could not open it in October 2026. So we do not quote figures. CALSSA members get 20% off their first order, says the CALSSA offer page (undated).
Pros (from our research):
- Standard prices are published, so once you read them you can compare without a quote.
- CALSSA members save 20% on their first order.
- The live CALSSA member offer suggests the service is still active.
Cons (from our research):
- You must check prices, turnaround and stamp terms on its site yourself before you order.
- The 20% discount covers only the first order, and only for CALSSA members.
- No user reviews to judge plan-set quality.
Reviews: No user reviews on file as of October 2026. We did not check review sites or forums for it this round.
What we could not confirm: current prices, turnaround, whether a PE stamp is included, which states it covers, and earlier reports that it sells only to licensed installers.

7. Wattmonk: best for bundling proposals, surveys and plan sets
Best for: Small and mid-sized US installers who want one outsourced team for proposals, surveys, plan sets and permits. Score: 61.5/100.
What it is: Wattmonk sells outsourced solar engineering through an online portal, with US sales and a design team in India. It covers proposals, site surveys, plan sets, PE reviews and permitting through to PTO (permission to operate). Note: we could not open Wattmonk’s website, so its prices, turnaround and PE coverage are unconfirmed. The latest coverage we found is from 2023.
Why we picked it: It is the only ranked service that bundles proposals, site surveys, plan sets and permitting through to PTO. Its dated, unconfirmed claims keep it in seventh place.
Key features: Mostly from a December 2023 interview.
- Solar and battery plan sets. The CEO claimed a 3-hour turnaround in December 2023.
- Sales proposals, with a claimed 45-minute turnaround.
- PE-stamped permit design, plus permitting and PTO handling.
- Ordering portal with chat and calls to the design team.
- Self-guided site-survey app for iOS.
- A separate C&I division. All US states and the Caribbean are claimed.
Pricing: No company price confirmed. We could not open wattmonk.com in October 2026. Wattmonk claims design costs up to 50% lower than in-house. A 2021 CALSSA offer gave a fourth design free with three, but no list price.
Pros (from our research):
- One outsourced team for proposals, surveys, plan sets and permitting.
- A live iOS app lets your crew do self-guided site surveys.
- Covers storage and C&I as well as homes.
Cons (from our research):
- The 3-hour and 45-minute turnaround figures are CEO claims from December 2023, not written terms.
- The latest dated activity we found is its "Zippy" machine-learning plan-set builder from 2023, so the service may have changed.
- No user reviews or app rating to check service quality.
Reviews: No user reviews found as of October 2026. The iOS app shows no rating, and the only coverage is sponsored by the company.
What we could not confirm: current prices, turnaround and PE stamp coverage on Wattmonk’s own site.

Also considered
- DCE Design (scored 56.8/100): A C&I and utility-scale electrical design firm set up in November 2025 by DCE, parent of DCE Solar racking. Not in the top 7 because it does not document residential permit sets, price, turnaround or PE stamping.
- Solarestique (scored 54.3/100): A self-described US design and permit firm offering PE stamps. Not in the top 7 because we could not open its website, so price, turnaround and location are unconfirmed. Trustpilot 3.8/5 from 2 reviews (October 2026).
- Solaris (solaris-shop.com): Excluded. It is an equipment distributor, and we could not confirm it still sells plan sets.
- ShopSolar: Left out because its plan-set service is aimed at DIY homeowners buying kits, not installers.
- GreenLancer via IronRidge: Not a separate entry. The Permit Pack is a way to order GreenLancer.
- Plan-set software (Aurora Solar Instant Plan Sets, Solargraf and others): Software, not services, so ranked on our permitting software page.
How do you choose a plan set service?
- Want a fixed price before you send anything? Pick Solar Permit Solutions, the only provider here whose per-set prices we confirmed. Check its stamp wording for your state.
- If you already model sites in Scanifly from drone flights, use Scanifly Design Services to avoid re-drawing.
- Selling in New Aurora and doing only residential? Ask your Aurora CSM (customer success manager) for a volume quote on the Plan Sets add-on.
- Need PE reviews and interconnection applications as well as drafting? Quote GreenLancer, and get its plan-set turnaround in writing.
- If you install Unirac racking and want a confirmed 24-hour residential turnaround, quote Unirac.
- CALSSA members should check Planet Plan Sets’ current price list and claim the 20% first-order discount.
- For C&I or utility-scale work, look at DCE Design in "Also considered".
- Whoever you pick, ask about price for your system size and turnaround. Also ask where the stamping engineer is licensed and whether AHJ revisions are free.
Need the interconnection paperwork too? See our solar interconnection software guide.

Solar plan set services FAQs
What makes a good solar plan set?
A good set gives the plan reviewer everything without a correction cycle. As of October 2026, these services list a cover sheet, site plan, attachment and structural sheets, SLD or three-line, NEC calcs, placards and spec sheets. Ask if revisions from your permit office (AHJ comments) are in the price.
How much does a solar plan set cost?
Most services quote per project. Of the nine we scored in October 2026, only Solar Permit Solutions had prices we could confirm. It charges USD 1,200 per set up to 20 kW, USD 2,000 for 20-30 kW and from USD 3,700 for commercial. Each price includes a PE stamp.
How long does a solar plan set take to turn around?
Stated turnaround ranges from a day to a week. As of October 2026, Unirac states 24 hours residential and Aurora targets 24 hours. Scanifly says under 48 hours with stamps, and Solar Permit Solutions says 2-5 business days. GreenLancer gives plan-set figures from 1-2 to 3-5 days.
Do solar plan sets include a PE stamp?
Sometimes. Solar Permit Solutions and Unirac include a stamp, and GreenLancer offers PE stamps in all 50 states. Aurora sells stamps as an add-on, per its 2023 FAQ. Always confirm the engineer is licensed in your project’s state.
Should I outsource solar permit design or do it in-house?
Outsource if your volume is uneven. It turns permit drafting into a per-project cost and saves hiring a designer. Teams with steady volume can make plan sets in their own software. Compare options on our permitting software page before signing a volume deal.
How do I choose a solar engineering partner?
Start with segment and state coverage, then get price and turnaround in writing. In October 2026 most providers here had no public user reviews. So ask for installer references in your region and run a paid trial set first.
